The West learned and adopted it from Mao Zedong, the Communist leader of China, but the expression "paper tiger" is very old and known enough in Asia to have become the inspiration for a folk toy in Japan's Shimane Prefecture, in the western part of Honshu Island. Made of papier-mâché and with a moving head, it looks like a bobblehead dolls. The Kyugetsu Paper Tiger Plush Toy is an upgraded, soft, and cuddly version of Shimane's hariko no tora paper tiger, and one that can be used as a toy even by toddlers.
